Situation - A key Saudi government agency needed to accelerate its digital transformation efforts. The challenge was to coordinate complex, cross-sector initiatives to govern ecosystem alignment, raise digital maturity, align and integrate data sources, enhance customer experiences, and accelerate platform service innovation with all government entities, requiring a structured strategic approach.
Solution - Led the design and execution of seven sector and eleven digital product transformation programs. Each ecosystem assessment started with a holistic review of the sector's leading agency and the level of alignment with other agencies. Focus groups, stakeholder workshops, international benchmarks, and beneficiary analysis were done to identify gaps and opportunities. Following this approach, we designed governance operating frameworks, 3Y roadmaps, and detailed deployment strategies.
eMs Contribution - Delivered seven sector-specific transformation -and eleven digital product plans. Each plan included a 3-year roadmap, resource plans, and financial business cases (CAPEX/OPEX). The program enhanced cross-sector governance, data integration, advanced the ecosystem's digital maturity, and established a foundation for customer-centric service innovation. In addition, we designed and rolled out the DT governance role and responsibilities embedded in the PgMO for sectorial ecosystem programs.
