Situation - A key Saudi government agency needed to accelerate its digital transformation efforts. The challenge was to coordinate complex, cross-sector initiatives to govern ecosystem alignment, raise digital maturity, align and integrate data sources, enhance customer experiences, and accelerate platform service innovation with all government entities, requiring a structured strategic approach.
Solution - Together with a local consulting team, Taco Nieuwenhuijsen led the design and execution of seven sector and eleven digital product transformation programs.
Each sector ecosystem assessment started with a holistic review of the sector's leading agency and the level of alignment with other agencies. Focus groups, stakeholder workshops, international benchmarks, and beneficiary analysis were done to identify gaps and opportunities. Following this approach, we designed governance operating frameworks, 3Y roadmaps, and detailed deployment strategies.

Each DT plan included a 3-year roadmap, resource plans, and financial business cases (CAPEX/OPEX)
The program enhanced cross-sector governance, data integration, advanced the ecosystem's digital maturity, and established a foundation for customer-centric service innovation
AS part of the program, we designed, rolled out, and managed the DT governance program management role and responsibilities embedded in a PgMO for sectoral cross-ecosystem programs.
